Greater Green Bay Habitat for Humanity builds new homes in Brown County and sells them with an affordable 0% interest rate mortgage. Through our Homeownership Program, we help qualified low- to moderate-income individuals and families who cannot obtain a conventional bank loan.
Habitat homes are made affordable thanks to volunteer labor and the interest-free mortgage. It’s important to know that we do not give homes away. Homeowners purchase their homes and make monthly payments set at about 28–30% of their gross income. These payments cover the mortgage, property taxes, and insurance.

Homeownership Program Qualifications
1. Need for Improved Housing
To qualify for the Homeownership Program, applicants must show a demonstrated housing need. Examples of various housing needs are provided below, though the list is not exhaustive:

- Unsanitary conditions or health risks outside of the applicant(s) control.
- Currently living in temporary or transitional housing, Section 8 housing, or other housing programs.
- Overcrowding in the current residence.
- The current housing does not meet the physical needs of household member(s).
- Lack of ability to obtain a conventional or government-assisted mortgage.
2. Ability to Pay
Applicants must fall within 30-80% of Brown County's Area Median Income (AMI) based on family size and have a reliable source of income (employment, SSI, child support, etc.) to pay an affordable, interest-free mortgage.
Applicants must demonstrate an ability to make monthly mortgage payments, which are set at about 28–30% of their gross monthly income. These payments include principal, property taxes, and insurance. They also must be able to pay for projected utilities (electric, gas, water, sewer).
Credit history does not need to be perfect, and some debt is acceptable. However, applicants must:
Applicants are encouraged to obtain a free credit report at annualcreditreport.com to ensure accuracy.
Finally, total household income must fall within the minimum and maximum limits shown in the chart below:

- For wages from employment, applicants must have worked at the same company for at least two years.
- Self-employed applicants must provide a year-to-date profit and loss statement.
Credit history does not need to be perfect, and some debt is acceptable. However, applicants must:
- Understand their total debt and debt-to-income ratio
- Not have filed bankruptcy within the past two years
- Not carry outstanding debt (collections, liens, judgments) that cannot be paid before the home is completed
- Keep past-due accounts under $2,000

3. Willingness to Partner
- Applicants must be willing to work in partnership with Greater Green Bay Habitat for Humanity with positive and active involvement in the Homeownership Program.
- Homeownership Program participants fulfill sweat equity, which is labor provided during and after the construction process. Applicants must be willing to complete 250–500 sweat equity hours through activities such as attending classes and workshops, working at the Greater Green Bay Habitat for Humanity ReStore, participating in Habitat or ReStore events, and contributing to the construction of their own home or other Habitat homes.
- Applicants must represent Habitat well in the community and be a good neighbor.
Additional Applicant Requirements
- Must live in Brown County, Wisconsin for at least six (6) months.
- Must be a U.S. citizen or permanent resident.
- Wisconsin is a marital property state and Habitat requires married couples to apply jointly.
- Divorce proceedings must be finalized.
- All adult household members over the age of 18 must sign a general release for a background check and other verification.
- When multiple adults plan to live in the home, it’s important to determine who the homebuyer will be.

Application cycle and submissions may be paused at the discretion of Greater Green Bay Habitat for Humanity. Applicants must be Brown County residents and must watch our application presentation in-full before submitting documents for acceptance.

This program provides support to help navigate the steps toward becoming mortgage ready and prepares participants for future homeownership.
